UNEXPLODED EXPLOSIVE ORDNANCE PROGRAM
Last month a 6-foot torpedo was dropped off at a Puerto Rican metal recycling center. Although this type of explosive is not a common sight in scrapyards, the possibility of finding an explosive device is very real.
In 2005 the Department of National Defence established its Unexploded Explosive Ordnance (UXO) and Legacy Sites program, with the mandate to reduce safety risks at former DND properties. The program recovered 800 tonnes of munitions scrap in 2010, and 600 tonnes in 2011. Material from these legacy sites can and does enter the recycling stream. As CARI previously reported to members, the UXO program retrieved 39 items from scrapyards in 2010, 11 of which were explosive devices. To date, all of these recovered UXOs were discovered in western Canada.
If you come across an item that might be an unexploded device:
- Do not touch or disturb it in any way
- Note the location of the object and leave the area
- Call 9-1-1 or your local emergency number and ask for the police
- Do not use a cell phone, as it could cause a UXO to explode
- Report what you have found and where you found it
- Follow any instructions you are given by the police
