Lockout/Tagout Training
The process of lockout/tagout (LOTO) is one of the most important safety practices in the recycling industry. Although regulated provincially, the LOTO process is legally required throughout Canada for the industry-specific activities outlined by the Canadian Standards Association.
Simply put, LOTO ensures that hazardous power sources be “isolated and rendered inoperative” before any repair procedure is started. This process includes electrical, thermal, chemical, pneumatic, hydraulic, mechanical and gravitational energy sources.
Each province and territory places the responsibility for training and for ensuring the LOTO procedure is carried out on the employer. Employers should check their respective jurisdictions to understand their responsibilities.
For example, the Ontario Ministry of Labour’s Occupational Health and Safety Act says the following:
- The employer shall establish and implement written procedures for compliance.
- The employer shall provide information, instruction and supervision to workers on proper lockout procedures for each piece of equipment they will be operating.
- The employer should ensure that workers know which energy sources may need to be controlled.
Proper LOTO training is essential and should not be limited to those employees authorized to lockout equipment. Authorized employees will receive the practical training for specific equipment, but any employee who might use the locked out equipment should be made aware of the LOTO process. They should be instructed never to remove a lock or attempt to operate a locked out machine. When equipment is to be locked out, notify employers, supervisors, and all affected workers.
